Actually It’s tough for color,because they want pastel.
I’ve ever color in pastel tone but it’s long time ago.

MY STEP
I roughly create some background guideline and color.
Add detail.
Then I adjust some color,fix some detail in face and it’s finish at ver1.[top pic]

It’ll be cool if the background was a carnival theme. Fits the pink and blue colours in the first pic.
